  DRAFT REGULATION ON COLLECTIVE MANAGEMENT ORGANIZATION (CMO)

The Department of Media, Creative Industry & Intellectual Property (DoMCIIP) has formulated the draft Regulations on Collective Management Organisation (CMO) in consultation with the World Intellectual Property Organization. The overall purpose of the regulation is to facilitate the registration and operation of a CMO in the country to administer the rights of the copyright owners, mainly in the music sector. The regulation contains provisions relating to registration, tariff setting, distribution of royalties, governance and membership terms, and the accounts and auditing of the CMO. The Department has already conducted the Stakeholder Consultation with the relevant stakeholders and is now sharing the draft again with the stakeholders and public to solicit further feedback and comments to gather a broader consensus on the regulation.
