Planning & Monitoring System (PLaMS) Training & Sensitization Workshop-(12/14/2009)
The Planning & Monitoring System (PLaMS) training and sensitization workshop for the Ministry of Economic Affairs was conducted by the Policy & Planning Division from 24th-27th November, 2009 with financial and technical support from the GNH Commission. As nominated by Director, Intellectual Property Division, Ms.Tshering Wangmo, Senior Intellectual Property Officer and Ms.Dechen Wangmo, Assistant Patent Examiner attended the workshop as the PLaMS focal persons.
A half day sensitization workshop chaired by the Officiating Secretary was held on 24th November for Heads of Departments/Divisions and senior officials of the Ministry. The Training of Trainers (ToT) workshop for key focal officers from the sectors was conducted from 25-27th November. Participants included representatives from the AFD, HRD, ICT Unit, PPD, Intellectual Property Division, Department of Energy, Department of Geology & Mines, Department of Industry and the Department of Trade. Overall a total of 18 participants were trained on the usage of PLaMS with live demonstrations, exercises and then entry of real time data of already approved Tenth Five Year Plan (2008-2013).
Note: The focal persons were trained only on the usage of the PLaMS system for entering data and generating reports on:
1. Five Year Plan.
2. Annual Work Plan.
3. Quarterly Progress and
4. Not on the Results Based Management (RBM) formulation of the office.
PLaMS Roll out Plan for sectors required by Policy and Planning Division(PPD) and Gross National Happiness Commission(GNHC) :
1. Participants were instructed to sensitize other colleagues on the usage of PLaMS after going back to their office.
2. Prepare list of names (Name and designation) of who should be given access to PLaMS and what user name to use as per their format. Level of user/access rights to be given to the officers indicated by sectors. Accordingly GNHC will be incorporating the same within PLaMS to restrict usage and edit of the activities and programs. This list will then be sent to Heads of Departments (Deadline – December 14th, 2009).
3. Complete the data entry for fiscal year 2009-10 budget.
4. Enter the expenditure and progress for Qtr 1 & Qtr 2 (July-Dec 2009).
5. Deadline for Qtr 1 (July-Sept 2009) progress report – (Mid December 2009)
6. Deadline for Qtr 2 (Oct-Dec 2009) progress report – (Mid January 2010)
7. Complete the data entry and progress for fiscal year 2008-09 budget and expenditure – (Deadline End January 2010).
Status of Intellectual Property Division’s progress on PLaMS Roll out Plan:
1. Sensitized other officers on the usage of PLaMS on 1st December, 2009 from 10:00am to 1:00 pm by the PLaMS focal persons. During the session, it was noticed that the approved Tenth Five Year Plan did not cover all the aspects of Division’s objectives. Consequently, the Division is proposing to reformulate its Tenth Five Year Plan in consultation with PPD and GNHC. As a result, PLaMS focal persons could not proceed on the completion of Roll out Plans as required by the PPD and GNHC.
