WIPO Industrial Property Office Modernization Workshop, WIPO Regional Office, Singapore, November 30 to December 4, 2009-(12/9/2009)
WIPO Industrial Property Office Modernization Workshop in the Asia and the Pacific region (ASPAC) was organized by the World Intellectual Property Organization (WIPO) at WIPO Regional Office, Singapore, from November 30 to December 4, 2009
The Objective of the Workshop was to share knowledge, experience and lessons learned amongst ASPAC countries, facilitate collaboration on automation projects between the countries and better understand the requirements for value added services for IP automation system
Mr. Thinley Wangchuk, System Administrator and Mrs. Karma Zangmo, Asst. Trademark Examiner, Intellectual Property Division, Ministry of Economic Affairs from Bhutan participated in the above Workshop. The other participants were from Bangladesh, Cambodia, Lao People’s Democratic Republic, Nepal, Pakistan, Papua New Guinea, Philippines and Sri Lanka; Present were also officials from WIPO, Japan Patent office (JPO) and Malaysia Intellectual Property Office (MyIPO)
The five day workshop highlighted on two main themes:
The theme one: Importance of Office Modernization process to enhance the efficiency of IP registration activities through the simplification and automation of business processes, and second theme: Digitization and Patent Information Services, some of the topics that were discussed on the theme one during the Workshop were:
• Overview of WIPO Modernization Services and scope of assistance to small to medium sized institutions in developing countries, least developed countries, countries in economic transition in two broad way in the strengthening
• Assistance to IP Institutions IP Offices for IP administration of trademarks, patents & industrial designs
• Collective management organizations (CMOs) for copyright and related rights for musical works databases and distribution of royalties
• Strategy for Modernization Assistance, “Keep it simple, measurable with clearly defined goals”
• Impact of Modernization on IP Offices – Challenges and Opportunity
• An Overview of WIPO Industrial Property Automation System (IPAS) functionality and technology
• WIPO Services to developing countries using IPAS
• Regional Collaboration to Leverage Experiences, Best Practices and solutions for Benefit IP Offices - JPO
• A Roadmap to Modernization – Intellectual Property Office of Singapore (IPOS)
The theme one was ended with Panel discussion and interactive wrap-up session of five minute presentation from member countries.
The other theme of Workshop was focus on the Digitization and Patent Information Services,

• The WIPO Digitization Software and Technical Requirements – WIPO
• Effective Use of Digitized Data and System Development for Digitization; JPO’s experiences

• WIPO PatentScope National Patent Collection searching services
• Element of Patent Prosecution – WIPO
• WIPO’s Patent Information Services (WPIS) for developing countries and tis options for supporting patent Prosecution in countries development their IP Infrastructure
• Malaysia’s Experience in Patent Prosecution and option for support by International Collaboration – MyIPO
The final day workshop concluded with ten minute presentation on the country experiences on the implementation of Patent Prosecution of National and PCT applications.
